I heard Al Leiter say that when the players were told of the anonymous testing, many players who were clean considered refusing to be tested.  Under the program, if you refused, the test would be recorded as a positive for PED’s.  There theory was to get the percentage over 5% so that regular testing would be implemented.  And since the test results were supposed to be anonymous, no one would know which players refused to take the test.  So much for counting on anonymity.
